New Medicaid Eligibility & Enrollment System

On October 1, 2013, the federal government will begin implementation of the Federally Facilitated Marketplace (FFM) in conjunction with the Affordable Care Act. At the same time, Alabama Medicaid and the Alabama Department of Public Health will launch a new Eligibility and Enrollment (E&E) System in compliance with federal law. This new system is totally separate from the federal marketplace. The State of Alabama chose to not operate a state-based marketplace.

What will be different?

Between October 1 and December 31, the new Medicaid/ALL-Kids E&E system will allow applicants to do two things:

  1. Apply for SOBRA, MLIF, Plan First and ALL-Kids coverage that starts before the end of the year. OR
  2. Apply for insurance coverage or tax credits to purchase insurance through the federal exchange that starts on January 1, 2014 or later. (This will be processed via the new Eligibility and Enrollment System).

Both “new” and “old” applications will be accepted for Alabama Medicaid and ALL Kids, starting October 1, 2013. “Old” (Joint Application Form 291) applications will be processed as usual by Medicaid workers (in current AMAES system) and by some ALL-Kids workers (in the current ALL-Kids system) until January 1, 2014, at which time workers will begin to use the new E&E eligibility system exclusively. The new system will process applications under new Modified Adjusted Gross Income (MAGI) rules.

The new E&E system is based on a federal requirement known as “No Wrong Door.” This means that, if an applicant does not qualify for Medicaid or ALL-Kids, the application will be forwarded to the federal marketplace for consideration after October 1, 2013. Applicants denied by Medicaid or ALL-Kids will be notified in writing of the denial and that the application will be forwarded to the federal marketplace.

Other important information:

  • Current Medicaid recipients do not need to re-apply during the open enrollment period or do anything until their scheduled renewal (except report changes as needed).
  • Individuals will still go to
    to apply online for Medicaid and ALL Kids benefits.
  • The most expedient way to apply after October 1, 2013, is to apply online. Medicaid will encourage applicants to apply online, and will help them apply online if possible. Applications can be made at or
  • If a paper copy is received at a Medicaid site, the new single, streamlined application will be batched and mailed daily to ALL Kids office for processing in the new E&E system.
  • Individuals who do not appear to be eligible for Medicaid or ALL Kids (e.g. ALL Kids parents, childless adults, or adults over Medicaid limits) or anyone who only wants coverage under the new rules can be referred to
  • Individuals who have already submitted the new single streamlined application and have questions, will be referred to the ALL Kids call center (Medicaid workers will not have access to track the application status in the new E&E system)
  • Individuals may have heard they can apply by phone. Individuals do have the capability to apply by phone by calling the ALL Kids call center, but telephone applications are not encouraged due to the length of time to complete the application by telephone. To apply by telephone, the applicant should contact ALL Kids call center toll-free at 1-888-373-5437.
